Position Overview

FP2030 is a global partnership of governments, civil society, multilateral organizations, donors, private sector partners, and researchers committed to supporting people’s right to voluntary, quality contraception. Our vision is a future where everyone, everywhere has the freedom and ability to lead healthy lives, make their own informed decisions about using contraception and having children, and participate as equals in society and its development.

The FP2030 Support Network consists of five regional hubs: North, West and Central Africa; East and Southern Africa; Asia and the Pacific; and Latin America and the Caribbean, and North America and Europe, led by an Executive Director, supported by an Executive Directorate team, who reports to the Governing Board. Each Regional Hub is headed by a Managing Director supported by a small team and hosted by an NGO within the region. Together, these five business units comprise the FP2030 Support Network.

The Director, Monitoring, Evaluation and Learning (MEL Director) will be responsible for the creation of and adherence to a comprehensive strategy for monitoring, evaluation and learning across the FP2030 Support Network. To accomplish this, the MEL Director will align FP2030’s strategy with its Results Framework, research and develop a timeline for MEL activities, key indicators for measurement, data collection, storage, interpretation methodology, reporting, and more. They will ensure the buy-in for, dissemination, and cohesive implementation of the MEL strategy across the five FP2030 regional hubs. They will be responsible for articulating and implementing the MEL strategy within the new and dynamic regional Support Network structure, including how to work with the regional hubs and identifying what additional resources and personnel may be needed to fully operationalize the MEL strategy. They will also develop and manage the learning agenda for the FP2030 Support Network as a part of the MEL Strategy.

The MEL Director reports to the Executive Director, FP2030 and has a close working relationship with the Executive Director, Managing Directors, and Directors. The MEL Director may supervise additional staff members as relevant.

This position is based in Washington, D.C. (Hybrid schedule) 

Essential Functions

  • Lead the development and operationalization of an MEL strategy, including a learning agenda, for the FP2030 Support Network.
  • Working closely with the Executive Directorate team, institute and align internal measurement processes with the FP2030 Theory of Change and Results Framework.
  • Develop capacity building materials and MEL guidance to meet the needs of FP2030’s donors and provide technical assistance on the definition and measurement of capacity-building and institutional strengthening mechanisms.
  • Serve as the point person for all MEL activities across Hubs and functions,
  • Work with Hub Managing Directors and other staff to ensure that indicators, outcomes, and data collection, storage, and reporting methods are developed and will provide useful insight and effective learning for the FP2030 Results Framework. Ensure that such indicators and key data are consistently collected and evaluated.
  • Drive and pilot innovative strategies in measurement and learning working closely with the regional hubs to manage knowledge within FP2030.
  • Oversee continuous improvement and implementation of FP2030’s MEL strategy on a global scale.
  • Oversee the development of a system for creating reporting and learning materials from data and research collected, including supporting reporting for FP2030’s donors and the documentation of lessons learned.
  • Other duties as assigned.

Selection Criteria

  • Bachelor’s degree required. Master’s degree or PhD in public health, or a related field, such as economics, demographics, social or business sciences preferred.
  • Minimum of 10 years work-related experience in managing and implementing M&E systems for projects funded by USAID (experience with FCDO, Gates Foundation, or other large donors preferred).
  • Excellent organizational skills and strong research background preferred.
  • Track record designing successful systems to track, monitor and report on results.
  • Strong understanding and experience integrating USAID’s CLA (collaborating, learning and adapting) practices to ensure effectiveness.
  • Ability to present data, results, impact, and information in a compelling way to different audiences.
  • Proven ability to write well for technical and USAID audiences in English.
  • Ability to navigate complex power dynamics and a decentralized structure.
  • Strong interpersonal skills and ability to work and communicate across cultures.
  • A skill assessment is part of the interview process.
  • Working proficiency in French or other languages (Spanish, Portuguese, Arabic) preferred.
  • Willingness to travel up to 20%.
