Position Overview

The U.S. Climate Alliance is a bipartisan coalition of governors committed to upholding the goals of the Paris Agreement. The U.S. Climate Alliance secretariat provides strategic, convening, analytical and other functions to support Alliance states in making progress on their climate priorities. The Policy Advisor works to develop and implement natural working lands strategy in concert states and with senior staff of the U.S. Climate Alliance Secretariat.   The Policy advisor will oversee programmatic development, research and analysis on a wide range of climate and natural and working lands issues to partner with Alliance states in developing and implementing climate policy. The Policy Advisor reports to the Policy Director and will be expected to work as part of a broader team that includes Alliance states, consultants, and external partners. The Policy Advisor supports and responds to state-led initiatives, provides guidance to other Alliance staff and coordinates with the Energy and Climate team at the United Nations Foundation, which houses the U.S. Climate Alliance Secretariat.

This position will be based in Washington, D.C. (preferred) and will consider US remote.

Essential Functions

  • Coordinate State Working Group(s) and Convenings:  Leads the development and execution of state working groups and initiatives including consulting with states on areas of focus, agenda development, identification of action items and key barriers, following-up on action items, and engaging stakeholders and key partners to scope and implement projects.
  • Generate Policy Options Papers, Roadmaps, Resource Guides, and other Major Alliance Deliverables:  At the request of Alliance states and the Secretariat, draft briefing papers and guides for states that analyze policy options across climate and natural and working lands issues. As requested, and where applicable, make recommendations that are ambitious, politically feasible and technologically possible. Conduct policy research, analyze key sector trends, and draft chapters of the Alliance’s annual report that outline progress towards our climate goals. Contribute to products that help Alliance states improve greenhouse gas inventories, measure progress towards policy goals, and quantify the co-benefits of action. Conduct research and analysis and draft material for Alliance products across other sectors as needed. 
  • Support Execution of Alliance-Wide Meetings: Work with team members to prepare materials that support major Alliance meetings, workshops, and high-impact events, including by working with Alliance states, consulting outside experts,  organizing meetings and guest lists, developing a work plan or draft documents, and communicating information to relevant staff and state teams.
  • Track Developing NWL Policies and Advise Member States to Increase Ambition: Contribute to the Alliance’s policy tracking efforts by conducting research and actively tracking the development of state and federal NWL policies and programs and associated budgets. Where possible, partner with states in crafting more ambitious policies and programs and accessing federal and private resources to achieve their NWL goals. Engage Alliance states to motivate them to act on NWL policies, including among political and NWL sector leadership in the Alliance states. Manage the USCA Impact Partnership for NWL, a group of strategic non-government partners that are providing targeted technical, analytical and policy support at the request of Alliance states to help them deliver on their NWL goals and plans.
  • Fundraising: Identify funding needs and fundraising to execute the NWL Strategic Plan and Work Program. Fundraising assistance will consist primarily of scoping funding needs; identifying potential funders; writing and submitting grant applications
  • Review and Process Contracts and Grant Agreements:  Manage grants, including monitoring and evaluation and reporting. This includes working with the Operations and Finance teams of USCA and UNF to execute new contracts and grant agreements in support of USCA’s NWL Technical Assistance Fund, including by drafting or reviewing scopes of work, working with the contracts teams to revise and execute agreements, preparing reputational risk memos, and processing grants, agreements, and invoices through Salesforce. In addition, working with team members to process and manage invoices of existing grants and contracts.
  • Other duties as assigned.

Selection Criteria

  • Bachelor’s degree with substantial work experience in natural climate solutions. Master’s degree preferred.  
  • 4-7 years of experience in related policy areas, with experience working with governments desired. Experience working in, with, or around state-level government preferred.
  • Demonstrated strong research, analytical, writing, presentation, and briefing skills
  • Substantial demonstrated expertise in developing, promoting and implementing U.S. climate resilience and natural and working lands programs and policies, with deep knowledge of the state policy landscape across these sectors
  • Experience coordinating multi-stakeholder processes, and engagement in state, national or international climate coalitions.
  • Demonstrated ability to manipulate and display complex datasets in Microsoft Excel and/or other tools
  • Familiarity with relevant U.S. and other climate-related datasets and tools
  • Critical thinker that can generate products tailored to different audiences without requiring frequent direction
  • Ability to work as part of a small and busy team
  • Self-motivated with strong ability to find solutions in the face of challenges
  • Maximum flexibility in accepting and professionally executing a range of tasks
  • Demonstrated ability to prioritize multiple, competing priorities in a fast-paced environment
  • Ability to diplomatically engage diverse counterparts and use personal discretion in working with sensitive information
  • Ability to work under pressure and handle stress
