Position Overview
Family Planning 2030 (FP2030) is a global partnership of governments, civil society, multilateral organizations, donors, private sector, and researchers committed to supporting the rights of women and girls who wish to use contraception. Our vision is a future where women and girls everywhere have the freedom and ability to lead healthy lives, make their own informed decisions about using contraception and having children, and participate as equals in society and its development.
Since our founding in 2012, much has been achieved, but more remains to be done. The global family planning community agreed that the gains of the last nine years should be sustained by extending this pivotal partnership. Through a global consultation, stakeholders from around the world provided their input on the future of family planning. Together, the community created a shared vision for 2030 that builds on progress achieved to date, adapts the partnership in response to the lessons of the first nine years and positions us to achieve the future women and girls around the world are asking for.
The future structure of FP2030 includes five regional hubs: North America and Europe; North, West and Central Africa; East and Southern Africa; Asia and the Pacific; and Latin America and the Caribbean. The hubs will be hosted by NGOs in five cities where the hubs will be located. The creation of these regional hubs is the key element of FP2030’s new structure, which will be put in place in 2022.
Under the supervision of the Advocacy and Partnerships Director, the Advocacy and Accountability Manager is responsible for socializing and implementing FP2030’s advocacy and accountability strategy in collaboration with regional hubs and key external partners. They will provide strategic support to advance advocacy and accountability ecosystem by facilitating a stronger and more coordinated approach from regional to global level. In addition, the Advocacy and Partnerships Manager will provide technical advice on strategies to advance advocacy and accountability, and act as a resource person for FP2030 Support Network on advocacy and accountability efforts.
This position is based in Washington, DC or U.S. remote.
Essential Functions
Technical Leadership and Knowledge Management
- Oversee planning, coordination, and execution of the advocacy and accountability portfolio within the FP2030/NAE hub
- Support implementation of FP2030 global advocacy and accountability strategy among partners at all levels, including working with regional hub advocacy staff to orient them on global accountability framework
- Work in close coordination with the Communications team to implement a global advocacy communications strategy
- Collaborate with partners to develop an accountability dashboard that highlights country progress in achieving commitments
- Support the development and implementation of a learning agenda that documents and assesses accountability approaches and activities employed by FP2030 countries over the next two years
- Work with key partners to support regional hubs to develop their advocacy strategies and plans based on regional priorities
- In close collaboration with the Data Performance Management team, identify opportunities and approaches to improve the use of data to better inform advocacy and accountability efforts
- In collaboration with UNFPA, USAID and other partners support the development and implementation of a strategy for advancing advocacy and community mobilization around rights-based family planning
- In collaboration with Manager Strategic Partnerships, strengthen partnerships with HIV advocates specifically on FP-HIV integration
- In collaboration with the EPR and AY Advisors at regional hubs, support the development of EPR and youth advocacy strategies
- Contribute to the drafting of relevant advocacy and accountability products
Engagement with Partners and External Relations
- Strengthen alliances with advocacy coalitions and other family planning partners and stakeholders, including supporting the alignment and coordination of other global advocacy and accountability initiatives and platforms
- Convene and coordinate with various global FP advocacy partners to facilitate the setting of a broad advocacy agenda and foster alignment and cohesion around messaging
- Seek opportunities to advance family planning advocacy agenda in global development, humanitarian, HIV, climate change and gender agendas, particularly with a diversity, equity, inclusion, and justice lens
- Represent FP2030 at external events, meetings and on coalitions, as assigned or as agreed to in consultation with the Director, Advocacy and Partnerships, including in various advocacy and accountability working groups such as IAWG, RHSC, ICFP, AFP and others
- Serve as a thought partner to the Director, Advocacy and Partnerships on proactively positioning the FP2030 in relevant global and country-level conversations related to advocacy and accountability
- Manage and strengthen engagement with global CSOs, including European NGOs to advance the FP global advocacy agenda
- Coordinate the work of the external accountability advisory group
- Support FP2030’s engagement in PMNCH, UHC and GFF advocacy and accountability efforts
Strategic Planning and Programmatic Oversight
- Ensure proper documentation, tracking, and monitoring of the advocacy and accountability work plan
- Report on relevant activities to FP2030 funders and senior leadership on an ongoing basis.
- Collaborate with regional hub staff and other staff as needed to advance advocacy and accountability work across the partnership
- Maintain working knowledge of the UNF agreement process (for both contracts and grants), and when to utilize the proper templates accordingly. (As applicable to the role)
- Draft and review agreements and maintain an understanding of all agreement terms and applicable flow-downs, consulting with UNF’s finance/contracts team as needed. (As applicable to the role)
- Attend training sessions provided by UNF’s contracts team to maintain and keep up to date with UNF’s current policies and procedures. (As applicable to the role)
- Maintain a strong knowledge of UNF’s Salesforce database to be able to process and track agreements, extract information and prepare reports. (As applicable to the role)

Selection Criteria
- Bachelor’s degree in public policy, public health, international development, communications, or other directly related field required
- Master’s degree in public policy, public health, international development, communications, or other directly related field preferred
- Minimum 7 years of professional experience, with project management, advocacy and coalition building, and strategic communications expertise
- Demonstrable advocacy skills
- Excellent interpersonal and communication skills; ability to communicate well with diverse audiences ranging from in-country CSOs to high level donors and country representatives.
- Strong oral, written, editorial and presentation skills
- Team player with adaptable and pragmatic approach to work, able to work independently as well as with a team
- Strong time management and prioritization skills and the ability to meet deadlines and deliver objectives on time despite time constraints and pressure situations
- Ability to think strategically and help drive projects from inception to implementation
- Professional background in country or regional level work required
- Advanced knowledge of and proficiency in the MS Office Suite (Word, Excel, Outlook, PowerPoint)
- Fluent in English. Proficiency in French preferred
- Willingness to travel up to 25%
- Ability to work under pressure and handle stress
- Ability to meet regular attendance/tardiness policy
